How many times do you have to be chart changed before it can be put in as overtime? And is it anytime your tour is changed or is it specific instances?

One of my bosses told me today that you have to actually call some office to apply your medals points to an exam. Is this true? He was trying to convince me to hold off and use them on a future lieutenant exam as it's more competitive. Apparently you can only use the points for a medal once. Maybe Brat ca...
