Why make a mediocre test and have 1300 candidates pass? Then follow up by only promoting half before cutting it. Does it really make a difference? Ladies and Gents, here's the bottom line. The test was challenging because the City is broke AND there is NO need for anymore Lieutenants. In addition, There are over 600 hundred candidates remaining on the 2006 list. And finally, when they do have classes, what's usually the size of them???? 20-2...
