Valid point papo. However, you are not taking into account that huge impact classes(2003-2007) will be retiring. so every 6 month lots of people, across all ranks, will hit the door

You could do that same math with the sgt and LT list. Those were massive and still got exhausted. Even accounting for the extra year due to covid they went months without putting in classes
We can all speculate but there has never been a list of 500 captains and 4 years is not enough time to promote 500 captains. Past promotion exams got extended because of the covid lock down. A unique circumstance. Unless the department plans on extending eligible promotion exams past 4 years. I cannot see them promoting everyone off this list.
500 nearly doubles 2017 captains list. Hypothetically if 2017 list was still active with 500 names, today they still wouldnt be finished with it. To put it all into perspective.
Id say theyd definitely promote anyone thats 300 or under. Theyll make every effort to extend it to 360. I cant see them promote the whole list unless they extend it for 2 extra years.

You make a valid point, however if you include Chiefs in the count of Captains, there are approximately 400 people at the rank of Captain and above. That being said its highly unlikely that theyll be that amount of turnover where theyll even reach 400 in 4 years. The city could always decide to increase the number of positions for Captains or come up with a B.S excuse and get an extension from Albany. Those that are on the border or the bottom shouldnt worry at this point a lot can change in 4 years.
Four years is an enternity. Four years ago trump was president, Cuomo governor, Oneil PC. We never heard of covid and nick foles was Super Bowl mvp. Anything can happen for those at the bottom, its a wait and see game.

Please correct me if im wrong but these are my quick numbers. The sgts list replaced about 40% of the rank. The Lts list replaced about 80% of the rank. This Capts list would have to replace every single current captain on the job and about the first 100 people on this list.
What do people get out of stating they're not gonna promote the whole list, before they even promoted anyone on the list. Every time it's been said from the 2011 Sgts test on and every time the people saying they won't promote the whole list has been wrong.
What people dont understand; the reason they created the 4 year list expiration is because of liability. They didnt want to have people on a list with indefinitely expectation they would get promoted. Imagine if they didnt do that, people who were left out on old lists could always come back and try to get promoted off them. The job will always take the easy route and try to promote as many as possible instead of going out their way to coordinate a new exam sooner than they have to. Theyll delay the process as much as possible. Thatll save them money and aggravation.

Big guy stop! Ive known you for many years (on this site of course) and you have not provided any information. At least I still have my minions giving me info so I can pass it on. I told you all list was coming soon (this month) and that list was barely touching 200. Then I was told list was curved to avert liability (lawsuits, enough names to promote, etc.). No need for the banter chump! This only tells me that youre a total clown that belives the hype. People want Intel, we give it to them. I can back this up by my many emails from people on here asking for help. Please respect the guidelines and stick to providing INTEL!
