There are approximately 13 with enough time to be promoted not counting the passovers. Is the class being delayed because some don't have their degree yet?

Did anyone else get a questionnaire from the re-engineering team about reasons for not taking the Capt rank? It basically asked you if you did not take the last test, why not? Maybe "they" are looking to improve the rank.
