Who can you call and find out why you were passed over?

I called uniform promotion they wouldn't tell me why I was past over either

You need to call EMD to get an explanation. If you were recently GO15 due to IAB or EEO allegations then I would also call the person who GO15 you to make sure they wrap up their investigation. Sometimes they leave frivolous cases open and if they are left open you will be skipped. It's always wise to call a month or two ahead of promotion and politely ask that they expedite or close the case.

Rumors. Someone supposedly said there were 44 names on it and mine was not on it

I just called employee management division they transferred me to uniform promotions who then transferred me 2 personnel orders who transferred me back to uniform promotions. No one has the answer
