I feel like that's completely unfounded. Everyone I've talked to hasn't said anything close to that. Furthermore most people I've heard of had failed horribly, and those few who passed just made it. My info is as anecdotal as yours.

For one, the test used to always be given on Saturdays which forced sabbath observers to take the make up. Thats no longer the case.
I agree the 9 heroes made it as fair as its ever been. The military and sabbath scammers reaped the rewards for years. No longer the case. Sure there will be some who scam like LODI but the game is much much fairer.

The system is still rigged because of the incompetence of DCAS, they don't care if it's fair or not. Now everyone can cheat so long as they're lucky enough to take the exam after others, not just the make-up exam scammers.

Agreed. Several of the 9 heroes have already made it to the executive ranks and will ensure the promotional exam process will continue to be fair and just. They single handedly save the Department and the City of New York; and for that we owe them all the praise!
