Link: old FOIL request from DCAS


Nearly a year ago, I posted a link to a condensed file containing a large PDF I obtained via FOIL from DCAS about how they managed to determine a "cut off" score for the sergeant exam. I figured most people thought it may have been spam, so many didnt click, and the thread kind of died. It was also a hotly contested topic at the time since the LT and Capt exam hadn't been released yet, and quite frankly, I didnt feel like engaging in a long term debate (no one comes here for that) so I didnt bother expanding on it. A recent PM has had me revisiting that so I wanted to share what I obtained, as the files have been collecting dust on my laptop. In a nutshell, a private company was hired to work on exams for the city, which I learned through the grapevine. So I FOIL requested the contract and their bidding proposal. The link is below, uploaded to Scribd in a less spam-looking way than it looked when I first posted it. There is a lot of fluff in there, but some insight within as to how the hell these exams are written/administered/graded. It certainly doesn't answer every question, so take from it what you will. Unfortunately, we have to go looking for transparency on our own in regard to these exams. As always, good luck with your promotions.
