Quick question and I hope I don't sound naive for asking..... could one come up with a potential figure for passers that likely don't have the time yet to get promoted and that will be getting skipped over within the next year or so..... I'm not sure if the time is still at 5 years after all these contract and top pay changes. The way I see it is if x=number of test takers had 3-3.5 years on when they took the exam.... by now would have close to 4-4.5, what possible number of them will be skipped over within the next 12-18 months of them waiting to become eligible for promotion. I mean, I know its almost impossible to gauge how many of those individuals that passed where their position is on the list (clearly the concern is the ones before me ) So just wanted to see what was out there in respect to opinion. Thanks in advance.

This month everyone on the list will have at least 4 years on the job. January of 2019 everyone will be eligible unless they are jammed up.
cool thanks for the info.... so precisely a year of people not at that mark getting skipped over... that's not bad, considering the number of rookies that took this test and probably did very well... should bump people ahead I would say at least 80-100 spots within the year if you're within the first 400-500 names.... cause like you said, after that they get injected right back in to the pool and start getting sent to BMOC.

Why would there be investigative PO's going to BMOC??? Two narco and a 67 det sqd. Wouldn't they defer until they hit 18 months and get promoted to det, so they go straight to top pay Sgt?! Makes no sense.
But the Lt from Uniformed Promotions Unit did say there is currently 100 Lt vacancies, and by time their list comes out there will be about 200 vacancies; then both lists/promotions will really start moving fast

when do you January class people go to your commands for field training?
It's not too big of a jump. For the first class numbers 1-110 were checked. For this next class numbers 111-179 are being checked (plus those that didn't make it the first time will be rechecked).
Dept decides hey we need a class of x size and tells UPTU. UPTU looks at the list and takes names that are next in line usually double the number of what they want to put in. A request is sent out to ed tracking, iab, med div, dao and a couple others to see if any of the names has a restriction. The responses are gathered and given to PAS. PAS makes a master spreadsheet and does some of their own checks to make sure each name is good or will have to be passed over or carbed, etc. Then they give the names back to UPTU and say hey out of the names you gave us these ones are good to go. UPTU notifies commands to notify the mos they are getting made on such and such date. That's the short version.
