As far as the question on sqf...it had 2 prongue answer 1. SQF shouldnt be prepared(since the offense was violation) 2.d/o shouldnt sign it( since d/o had it signed)

You don't voucher it because, I believe, it was brought to the precinct by a family member. You voucher it if it was on his person at the time of arrest. But you don't accept it if it was brought by someone else later.
