Sir what is your advise/experience if a proctor says u cant use items that you actually allowed to use? Example NOE says you can use highlighters and proctor says no good ... or you put sound muffling ear phones on.

sound muffling earphones???? u gotta be kidding me. the room on exam day is already quiet. And if that isnt quiet enough for you than you have serious add issues. If i saw anyone in my room on exam day with earphones on I'd suspect cheating. Thats just me.

 Listen to the proctor. You don't want any issues with dcas. You use other techniques to "highlight" such as crimping/folding the pages. E.g. Fold the lower right hand corner of pages that are related to personnel, the upper right hand corner for map questions, lower left for other...etc. 

just be mindful not to take out  staples.
