The list is still active until the new list is ESTABLISHED.

The list is active until it's 4 year mark at which time it can be extended by DCAS. Establishing a new list does not exhaust the currently active one.

The previous list dies when the new list is "activated"... meaning 1st person gets promoted.... so its not until the new list is established nor is it active until its 4 year mark....
