After the ratification of the Lt's contract last fall, there was a small rush out the door.
I have been following the finest messages daily and retirements have slowed to a crawl. We are lucky to see one Lt putting their papers in per WEEK. These guys simply refuse to retire.

Arent they promoting 40 Lt's at the end of the month? Right off the bat that leaves 164.on the list. You would think they need to ANNOUNCE an exam in the next two months because as we all know even after an exam is given theres another year of waiting. So 160 is gonna last 2 full years? Highly doubt it

The freeze on Captains combined with a low retirement rate with the LT rank could mean record low promotion rates. 100 a year actually seems reasonable given the current conditions. They can get a list out in as quick as 6 months if they really need to. It's been done before. I expect a new test by Feb-Mar of 2017, list exhaustion by September of 2017 and new list release/activation by Oct-Nov 2017.
