Protest Session Information
The Department of Citywide Administrative Services (DCAS) will schedule and a specific date and time for the protest session. You will receive an admission ticket if you submitted your protest session request slip. You will need to attend this Protest Session to view the proposed answer key.
You are allowed to bring any printed material (handwritten notes are not allowed) that will assist you in supporting your protest submissions. You will not be allowed to bring any electronic devices. You may NOT remove anything from the protest session including your notes or even the protest you have written.
You will need to first compare your answer key to the proposed answer key to determine what questions you should review and possibly protest. After determining which question you may protest, then review each question and determine if you believe there are grounds to protest. You want to determine that either:
Your answer is as good as their answer (a double answer)
Their answer is incorrect (the question should be thrown out)
The question did not ask you the responsibility of a lieutenant or the responsibilities of a subordinate of a lieutenant
You should explain why your answer is also correct (double answer), explain why their answer is incorrect (throw out), or explain the question did not ask you the responsibility of a lieutenant or a subordinate of a lieutenant. This explanation must be supported by quoting the Patrol Guide procedure or other documentation that backs your position. You will be required to support your protest with documentation. You should include a copy of the Patrol Guide procedure or other documentation that supports your position. To do this you need to bring your Patrol Guide with you to the Protest Session and do not refer to any of my notes, only the actual guide. Your answer must be just as good as their answer; it does not have to be better than their answer.
Once all the protests are submitted, (they are due within 30 days of the protest session) DCAS and the Department assemble a Test Validation Board to determine the validity of submitted protests. This Board is composed of a lieutenant designated by the Department, a lieutenant designated by the union and a representative designated by DCAS. This Board will review each protest; determine if the protest has validity and determine if the question should either be thrown out or made a double or triple answer.
After all protests are reviewed, the Test Validation Board prepares a report detailing its findings. After the eligible list has been established, all candidates who submitted protests will be called in to read the Test Validation Board Reports. The determinations made by the Test Validation Board are binding. Therefore, no further changes will be entertained.

A reminder: is not enough to just staple the NOE in regards to the Operations orders. I spoke to someone familiar warn the process you must articulate everything.
