You really can't say that with any degree of certainty. Most of the people who are passovers from very early on the list are either due to time, which is not a factor in this class, or are not in a position to "clear up their holds" as they are jammed up long term. The only thing you can really clear up quickly is credit issues.

I feel time is a big factor for this class. This is the last BMOC before everyone held up under 5 yrs is eligible. I've already counted over 30 people that will be eligible next month. Not to mention people that have been hopefully cleared up.
I have a question anyone with experience or knowledge please feel free. The first one back to squad 3 is Thursday so if bmoc starts on Monday, are we going to swallow those the 3 days swing or can we get sat and sun off to start fresh on Monday the 3rd?
As of 0000 hrs Saturday morning you are assigned to bmoc, not your command. So if your tour on friday is 1800 x 0200 you're done at 12:00 and RDO till Monday morning. If you were rdo wed, thurs, fri you now have a 5 day weekend.

Hey if you have a bunch of uncooperative CCRB's will it effect promotion? I just got sent down for 5 uncooperative but two were force complaints and I was advised one more for the year and ill be on monitoring... it's tough to lay low when you try to stay active and make arrest overtime...

The downfall of being a great cop. Not sure how that works to be honest. Don't think you can get made if you're on monitoring though. :-/
How would that even be possible? That would mean at least 30 passovers with no one getting made that's been passed over. Anything is possibly but HIGHLY unlikely.
you can be promoted on level 1. I did. level 2 you'd have to go in front of the board. Don't sweat it.
