The job has typically held the end of one list from getting made until the new list is published. I dont understand the rational but is has been what they have been doing.

 They could have promoted off the current list and then have the down months while they wait for the new list. They know the list is coming.

I know. Just based on the last few tests i have seen (of different ranks) they just dont, they would rather run short in a rank until the new list drops then they burn thru the old list
