Did you guys use it for your lieutenants test prep? I ordered the 2013 edition to start my very early review for the alleged LT test in April/May 2014.
Would you read the guide over reading the "real" patrol guide?

Yes, a supplement for codes, acronyms, lists and make it easier to remember them, but I wouldn't dare use it to replace the real Patrol Guide. Too many plays on words on promotional exams. Its important to know EXACTLY what the source material says on many questions, especially when challenging unfair poorly written questions.
KSA procedural guide is the reason I wear a white shirt today. For sgt test, I read the patrol guide twice, took zero classes, made notes in the KSA guide for info left out and read the KSA guide 15-20 times front to back. Promoted first group. Lt test I figured more competitive so I ordered Rising Star, read patrol guide once, made my notes in KSA guide, and I have been promoted off 11 test. Can't say it works for everyone, but for me it's the reason I wear a white shirt. Never went to a class for the tests I got promoted off cause they bore the crap out of me. Some people need the classes, everyone is different in what works. Personally, highly recommend it as an aid. I used it as my main study tool and it worked.
