That would require the entire list to be exhausted before July, of which there is no chance.

IF YOUR LIST NUMBER GETS PASSED OVER DUE TO TIME AND THE REST OF THE LIST GETS RUN THROUGH. WILL YOU GET SCREWED OUT OF A PROMOTION OR IS THE LIST KEPTED OPEN FOR THE COMPLETE FOUR YEARS(OR IS IT CLOSED ONCE THE LAST NUMBER IS MADE). TRIED ASKING AROUND AND GOT ALOT OF SHOULDER STRUGS. IF ANYONE COULD SHED SOME LIGHT.

To answer your question zman, if the whole list gets exhausted and you haven't been made yet because you're a passover, you're SOL and need to take the next test and get on the next list. The list won't be exhausted by July so if you make 5 years in July, you'll be good.

Thanks for the info. Looks like I'll be taking the next test since I don't hit five years until 2015. Took the test on a retroactive seniority date granted by the department. For military service. Now Dcas states it allowed me to take it but would have to wait. Basically a waist of time and money to die on a list.
