 Most likely, it doesnt make sense for the department to conduct promotions and then follow up a week later with another ceremony.

I haven't been following too closely, is there a sgt bmoc in now that is getting promoted at the end of the month? Are you saying there will not be any Lt and Capt promotions on that day and there wont be any until at least the end of August? If so, that SUCKS!

yes, the present sgts in bmoc are getting prmoted on Aug 3rd opposed to the 27th of july and there will be NO captains or lieutenants promoted that day
