From what I've heard, anyone with something negative in their file will go before a panel of 3 chiefs, who will then determine your fitness for promotion. I hear you can't defend your actions, just admit guilt and take any flogging they may give you. I'll tell you more after mine next week.
Don't worry many of people were promoted after seeing the three wise men from sgt's to captains. Just make sure you have some good reps and don't bad mouth any supervisors even the one that's doing you dirty.
I was in the top 70 names, got passed over cause PC did not sign off
on my charges, heard I have to go in front of carb also. I studied real hard for a good score and now I'm in limbo, any more info on this would be amazingly appreciated. Trying not to go crazy from this.
I'm on the same boat as you. I had my meeting and I won't get promoted for a loooong time.
The meeting will start with the chiefs asking you to say something about yourself (where you're from, where you have worked, etc.) And then you'll need to say what brings you to the meeting (talk about your CD's, charges and specs, sick days if Chronic sick, low evaluation, etc.) the chiefs will question you. Have your answers ready.
I could be wrong, but is it true that even if the three wisemen approve you, the P.C. still has to approve it. If this is true Im sorry to say those who got passed over may have to wait a bit, because the P.C. is in no hurry to sign off on anything.
You have three (3) try's to go before the board for promotion. Majority of the time most people only have to go before the board once, take their licks, and move on to get promoted.
If you don't "fix" what ever the board determines is preventing you from being promoted after your third visit, they'll make the recommendation to the PC for you not to be promoted and ultimately he has the final say. Insp Jones runs the show down there and from what I hear she makes it a pleasurable experience.
I can only assume that if the board determines you are ready for promotion, after the 1st, 2nd or 3rd visit, they also have to submit this to the PC who again has final say.
That's sucks to hear, I signed off on a negotiated penalty in December' 11 and they are telling me I have to wait for pc to sign to close out charges then go in front of carb. Even more frustrating is I get a letter in mail telling me I've been passed over, SMFH. And to top it off, there is no one or place to call for info, now I feel like I'll never get made after working hard to get back in an active detail and studying my ass off to get a high score.
Sorry stuntman, Yeah it sucks. I mean look at the personnal orders that are coming down with penalities . They are dated 08/09/10. The P.C. signs off on everythng from transfers to promotions, to penalities. By the look of things he is in rush to sign off on any penalities. Good luck brother, hopefully it wont be to long.
I don't know many people that went to the board and got out of there on their first try without having to go back. They usually make you sweat it out. Hopefully those in this scenario can clear their situation up and get made. Good luck to all.
As far as I know, the job really doesn't like Abuse of Authority CCRBs. In terms of preventing promotion though, I think you would have to have A LOT of them for it to be serious enough for them to not promote you, and they would have to be substantiated obviously, so it should not be an issue for most people.

Godzilla, since the above was your first post on this forum (under this name), let me enlighten you... The post written by Suntrust that you quoted was written LAST YEAR on June 6, 2012. So, DC Jones was Insp Jones at that time.
Chief Morales is who I met with, it was a pre carb hearing. Pretty much to determine if I was going forward or going to carb. Chief Morales is/was a gentleman. Spoke to me like an adult and listened as well. I have to say he was more than fair and again a gentleman. Good luck just don't BS him if you go. Own up to everything, take responsibility and hopefully you will move forward quickly.

Does anyone know how CARB works? I've been told you need to request a hearing. Is that true? Or do they automatically schedule you for one when you're clear?

I was notified to appear at 1PP in dress uniform. I didn't request anything. Like I said though, mine was what they called a pre-carb hearing. My meeting was with the chief alone not 3 chiefs. He was a complete gentleman and I felt bad for wasting his time for it.
