Here is the actual text from the NOE, in regards to what the test will be based upon. After reading this, I believe that there is no way this exam will get thrown out. Those who have specific questions in mind to protest, make sure you get your protest forms in asap!
THE TEST
: You will be given a multiple-choice test. You must achieve a score of at least 70% to pass the test.
Ratings for seniority and, if applicable, departmental awards and Veterans Preference Credit will be added to the test scores of passing candidates to determine final ranking.
The multiple choice test is designed to assess the extent to which candidates have certain abilities and technical knowledge determined to be important to the performance of the tasks of a Lieutenant (Police). Task areas to be tested are as follows: assign and reassign personnel; monitor and inspect subordinates; train, evaluate, reward and correct subordinates; monitor local area conditions and department information sources; direct arrest and detention procedures; direct activities during incidents and emergencies; actions needed to ensure integrity; safeguard evidence and non-police property; account for, safeguard and maintain police property; cooperate with community groups, the public and other agencies; make required notifications and communicate information; prepare and review written forms, logs and reports; and plan and administer programs/design procedures.
The test may include questions which require mastery of technical knowledge based on such materials as: the NYCPD Patrol Guide, New York State Penal Law, Criminal Procedure Law, Family Court Act, Vehicle & Traffic Laws (VTL), Assistance Services such as Early Intervention Programs, services provided by other police units, procedures for use of the FINEST computer system and for the use of SPRINT computer system, 311 System, and Mayors Executive Order No. 16 of 1978, as amended, and knowledge of department procedures and guidelines regarding the use of forms, reports, logs, written narrative reports, response situations, disciplinary matters, personnel matters and special patrol operation
Analytical Thinking
: Analyzing information and using logic to address specific work-related issues and
problems; involves the identification of problems, not implementation of solutions.
Judgment & Decision-Making
: Reviewing information to develop and evaluate the relative costs and benefits of potential solutions to problems and choosing the most appropriate one; implementing a course of action determined by thinking analytically. While similar to Planning & Organizing, Judgment and Decision-Making are typically applied over a shorter time frame.
Planning & Organizing
: Establishing a method of execution to accomplish a specific goal over an extended
period of time; determining appropriate assignments and allocation of resources.
: Motivating, developing and directing people as they work, identifying the best people for the job; managing employees needed to accomplish tasks.
Time Management
: Managing ones time and the time of others in order to promote effective use of work hours.
Stress Tolerance
: Accepting criticism and dealing calmly and effectively with high stress situations.

: Displaying a willingness to take on additional responsibilities and challenges, while developing ones ways of doing things and guiding oneself with little or no supervision.

: Being careful about detail and thorough in completing work tasks.
Self Control
Certain questions may need to be answered on the basis of documents or other information supplied to candidates on the date of the multiple-choice test.
i understand judgement questions being given but who determines what's right if it's based on your judgement? that's the part i believe is unfair. at least lock me in to an actor. if i was a cop i would react differently to an oeeo then a sgt or lt .
I have NEVER recieved that letter. I sent my money order in on the last day we were eligible to file. The ONLY mailing I have ever recieved with regards to this test was the notice of time, date and location. The one we had to sign and turn in. It's also a shame as the police academy made it a point to push people in bmoc to file.
When you wrote NOE did you mean the actual application form?
Can you advise please? I remember sitting in bmoc in September with people who did get a letter and I was concerned that I did not recieve one. I reached out to DECAS and was told that my money was recieved and that I would recieve my notice of date, time and location.
((sigh)) I think it is... what it is. I'll have to simply study more for the next test.

Narco- What I posted was an Amended Notice of Exam that was mailed out to people who registered for the exam in August. Click on the link above and you can see it in its entirety.
I never received that letter either, and if that was posted in august on the website than that was four months after they announced the exam, and two months after the cutoff date, thats a croc of garbage, putting something up on the website which nobody looks at changing the exam two months before its over, not sending us anything in the mail.
I was in the September bmoc class and I know for a fact there were quite a few of us that did NOT get the letter. I know this because we were worried our money orders were not recieved. And again, the guys in the academy that they pushed through to be eligible, it stinks for them too.

I never received that letter either. Nor did I study for this test........ nor does it look reading and memorizing the PG would have helped in any way...... **** it, may the best SGT win, and may Da Schwartz be with us.
