We commend you for seeking a higher title with the New York Police Department and for calling attention to testing conditions.  We have investigated test conditions at Health Professions High School.  Test booklets were distributed after the first bell.  All candidates received their test materials before the second bell rang on schedule at 11:15 a.m.  The third bell, which ended the test, rang at exactly 5:15 p.m., ensuring that all candidates at the school had the full six hours in which to take the test.  Our investigation shows that the test was administered fairly and the appropriate amount of time was given to all candidates.   If you wish to discuss anything we have not clarified, or need any further assistance, please contact me directly at my phone number below. 212-669-7204                                                                                                                     Sincerely,                                                                                                                 Robert W.
