I was under the impression that the list dies four years after it gets activated. If another list opens, holdovers from the old list would be accommodated with those in the new list once their issues gets clear. Somebody else will confirm this cause I'm not sure.
Exactly, after four years the list is done, and whoever is left on said list will not be promoted. This job doesn't have to accommodate anyone. But that is a moot point as recent history has shown, the job runs through the sgts list like there is no tomorrow. Its funny, I was on the 2007 list with a little over 300 people, and there were dopes who would ask of they would die on the list.
Oh boy, if the job exhausts every name on the list and you're the only one left and you couldn't get promoted for whatever reason (performance monitoring, force monitoring, you're a retard) the job is under no obligation to promote you or move you to the next list. That's why there are civil service laws in place.

Yes they can hire from 2 list. Say your pregnant, injured, military or held due to pending unfounded investigation. This is civil service. There are laws to protect the workers in instances such as these.
Everyone who took the 2009 test is eligible at this point, the January of 06' academy class just made it for the Feb 09' test. Those January guys hit 5 years the beginning of this year. If you are referring to the 2011 test then you would just be passed over until you have the time in PO rank. You'd go into that 1st bmoc class you're eligible depending on how many before you were passed because they didn't have the time.
i used to have a username on this site back when i first took the 2009 exam. unfortunately i stopped reading it after i was passed over in NOV 2010. it took a lot of gumption to start reading this site again because i was annoyed that i was skipped. i scored very well on the 09 exam. i would have been in the first class of promotions. however that is neither here nor there. I'm not blaming the job or other people why i got in trouble because it is what it is. I am very happy for every single per on that has been made and i hope every person that was passed can still get it. I for one am probably not going to make it on this list. in regards to brooklynsfinest question, if you are passed over for reasons other than disciplinary, you will get made (ex; military, pregnancy, sick, etc). however if you were in trouble i.e. jammed up, modified, suspended, etc and the list is exhausted before you are cleared up, you run the risk of not getting promoted. once the 2011 list is activated, all of the people that had discipline issues that were passed over are dead on the list, unless they are cleared by EMD and the CARB (career advancement review board). that would be the panel of super chiefs that have the final say. if you are currently on probation resulting from discipline, you can not get promoted. the only chance you would have at that point is to hope that the 2011 list is delayed from becoming activated and hope your probation is over before then.
