It's hard to even get a transfer on level 2 monitoring. You will probably have to see that inspector at headquarters or go before that board.

Youll go in front of the review board. If its for CCRBs you should be fine. If its for performance monitoring you could have issues. The job knows all active street cops get CCRBs
