I have a reliable source that told me he heard it from a reliable source with a reliable source from a friend that overheard someone talking to someone that have a reliable source that confirmed that the 2009 list is starting at the beginning of June 2011 because of budget constraints and cutbacks. The city realized that they should not have made a 2009 list so early. No promotions until then. Just passing the word. I will keep you all update as these developements unfold ! ! ! ! !
