I heard that the clock starts when the 1st person gets promoted, I also heard that as soon as the grades are released the clock starts...which is correct?

The clock starts when list gets activated, when they start promotion from the list.

What dfens said. ex: 2008 list starting hiring in 9/08. It expires in 9/12.
