When does a list legally expire?

When does a promotion list legally expire? is it four years from the date the list is issued or is it four years from the date of the first pormotion on the list. I ask this because im wondering when then the next LT test will be coming.

4 years from when the first promotions..........so this past April will be one year down with 3 more to go.  so it will officially expire at the end of April 2012.  Legally they are entitled to cut it as soon as it has been active for one year.

I don't care that you looked it up......just because its printed and you can read the list doesnt mean its "established"........this Lts list out now was printed in (I think it was) November of 2007 and the clock didnt start running until April of 2008 (which was when the first promotions were made)........call EMD and check it out for yourself.
