Does anyone know if DCAS uses doubles/throw outs to control the number of passers?

For example, if 400 passed on proposed answer key, but they wanted 500, would they choose to double/throw out question 74 because that answer would make 100 more people pass, achieving their goal of 500, as opposed to question 45, which would make 300 69s into 70s, overloading their goal of 500 with 700 passers? I know it sounds conspiracy theory-ish, but it sorta goes back to the old promotional exam ways, where you could be on the list with a 57.
