28Denied - I know but the grim reality is your getting sent back to command until further notice. Although, in all probability you will get promoted down the road, they didn't guarantee you will be promoted and what happens if the exam expires and your not promoted. If they don't have the monies to promote a small class on January 30, how would they have the monies to promote a month or two later.
If that is the case, in all likelihood, if they are talking strictly fiscally, then they would be talking about June or July 2009, when the 2nd fiscal period begins. That means 6513 would be expired, unless they intend to furlough the Jan 2009 class
since they started promoting off the new list and got 1/3 of the way through it already, would just just hire off this one and not even bother hiring off the soon to be test in february whenever that list gets established
the reason why they put the 19 in bmoc was to save them the ax come march, i personally feel bad for those left on the old list i hope the dept. do right by them
With all due respect, lawsuits takes years to resolve and in the end, the city usually wins and you would be close to retirement. By the time it is all said and done, you could of just taken another exam.
I dont believe the dept goes out of there way to not promote you without reason and the list hadn't died. If you have a clean record, no reason to hold you back. Now if you had issues whether it is being chronic, suspensions, charges & specs, domestics or ccrbs, then that can potentially be a problem. If you met with with the board and what recommendations they made. The dept is going to make sure everything they do passes through legal.
There must of been something that is holding you back from being promoted, especially since you supposedly scored so high and you had enough time on. You should of been promoted beginning of last year.
Not expecting you to get into specifics, it's a private matter. If the PC said No, then it will be, unfortunately, an uphill battle for you. You may have a shot, possibly, by taking another exam and lets say a new PC comes into office and reviews your case or perhaps sometime has passed, Kelly might be inclined to over turn his ruling. Blondie..... You just answered exactly why you will never be promoted. You covered for another cop on some kind of wrong doing. Basically you lied under oath. You should just be happy that you still kept your job. They will never promote someone like that. What's going to happen when you roll up on a job that involves an off duty MOS. Gonna cover that up too and pretend it never happened? Unfortunately this is not the job that it once was 20-30 years ago when certain things could slip by. The department expects supervisors to be supervisors, not everyone's best friend.
No I don't have a week on but 864 weeks on. I never said Kelly was fair. If the department loves to do one thing that is good, it is promote people. They really do like to promote. If your not getting promoted, it's for a very good reason. Judging from the little you have said, I couldn't agree more with Kelly about his decision to NOT promote you. I'm sure if we heard all the real intricate details, most of us would think you should be fired. I'm sure you have a nice long history of being in trouble. On the Back: Were you ever in trouble? Like I have said previously, their is always something, whether it was being chronic or still open ccrb, on why you weren't called. They don't arbitrarily not promote you. I might be wrong but from my understanding Jan 09 BMOC class was to be the last for 6513 before expiring the exam. If you had the time on and weren't called previously, something must be amiss.
