16? Thats a lot. Does double picks count? For example if you want the 40 and there is 2 slots do you put #1-40 pct #2- 40 pct.

No, you can only pick 1 command once. Needless to say, most of us ran out of picks by 7 or eight, much less 16. If you wanted a Manhattan command for example, after choosing all that's available, including housing and transit (if really desperate CJB), you'd still have to pick 2 or 3 from another boro.
