I think most if not all of the pass-overs are waiting for our raises to kick in.... I know three of them... It seems as though we are moving forward to go backwards at some point.....

This is true! We get our raise mid-March
If you're a LT with 5+ years on, you'll get a nice little bump.

Passovers because of the raise only matter for the guys who have 5 or more years in rank and this doesnt apply to most of them.
Would that bump put you over starting pay for a captain? Otherwise wouldn't make sense to just wait for the raise in march just to get promoted right away and lose it

Yes! If you're a LT with over 5 years and you get promoted after the next raise, then you go to step 3 NOT top pay. It's only like a $2000 difference though, nothing too significant.
The question is, will you be at step 3 for 3 years OR will you be at step 3 for one year, then you hit top pay after 1 year???

Yes it's confirmed by the union. Those guys will go to top pay after 1 year. That will be the cause until the next captain raise.
