Your best bet without a hook is a soft landing. A soft landing is a borough out of the borough you don't want to end up in. Prioritize your commands by borough you would rather work in, then by precinct in that borough. That's the best I can help you with, without a hook. I am hook less too and ended up on a very soft landing. Not regretting the choice by any stretch, but policing here is more like security, which is great for those looking for that kind of landing. Just be careful with choices as you may be in a super slow house where everything is scrutinized as opposed to a super busy command where the cops dont need to be held by their hand and admin is happy you even showed up to work.

They ask you to select 25 choices on your dream sheet. For example I ended up with my choice #23 as my assigned command. Who needs hooks anyway am
