There are just a few things we wanted to point out about the newly released NOE.

1) First, the phrase "Multiple Choice Testing is Expected to Begin June 6" is new for an NYPD promotional exam. However, this mirrors the wording on the NOEs for the Police Officer exam which, as you know, is given over multiple dates. We believe this is an indication that they plan is to do the same here. DCAS test centers cannot hold this many test-takers on one day, so it's entirely possible this will be the first sergeant exam not only given on a computer but over several days. How they plan to do this, if that is what ends up happening, remains to be seen (e.g., different exams with different questions).

2) The NOE for the last sergeant, lieutenant, and captain exam had noted, under "The Test," that "You will be given a multiple-choice test in a paper and pencil format or at a computer terminal." Ultimately, the sergeant and lieutenant exams were given in traditional format. The captain exam, which actually noted both options, was given via computer. The NOE for this exam makes no mention of paper and pencil, which indicates a strong likelihood that #1 above is accurate.

3) NOEs traditionally include what is testable, what is covered (broadly speaking), and a cut-off date. There is none of that here. All that is noted is "A detailed description of the test will be provided at a later date." This leads us to believe they still have not figured out what do to regarding the bulk of the PG moving to the AG, and the fact that a traditional in-basket is essentially obsolete, both in practice and sort-of-in-procedure. Now, short of making sergeants responsible for the entire AG (which they shouldn't do), we suspect they are trying to figure out how to best relay what the exam will cover, while still needing to get an NOE out so the signup can begin.

Unfortunately, the exam process is not always as straightforward as it should be, and such issues are a recurring theme with these exams, going way back to 2009 (from curveballs to writing quality issues, and from odd-ball material being tested to experimental sections added, etc.). It is also a short timeframe, traditionally. Personally, we don't think this is fair, but it's out of our hands.

Keep in mind this can all change, as DCAS has often put out "Amended" NOEs changing dates, testing sites, and all sorts of other things.
