Hmmmm my guess would be the list is expired with 250 or so people still on. I dont see how they will promote 1,000 in a 12 month period (By next summer like you said)
With that said, I am hopeful for everybody on the list.

The list as the chief said in a dept video is getting extended past the 4 years from the date of the 1st person on the list to get hired. The list is getting EXTENDED. 

Everyone will be made.
