Happy Captains?

Do happy Captains exist? I don't recall ever seeing one. I do however see a lot of happy Lieutenants. If you are a Captain, what would you tell Lieutenants that are young on the job in regards to promotion beyond the rank of Lieutenant? Is it all rumor and actually a super secret gentlemen's club? Is a detail as a captain 4 life better than throwing your hat in the bucket and trying to attain DI+? (Also, Tier 2 here and not Tier 3)

If you are under 16 years, you should absolutely take the promotion to captain.  The only people that should think about taking the promotion are people with 16 years or more otj and are LSA/LCD and not planning on staying past 20.
