Does vesting out and then getting reinstated within the year also cause you to lose your spot on the promotional list? Id assume it does since youre given a new tax number.

 No It doesnt. As long as the list is still active you would get promoted. Its based on social security number not tax number. You might have to do a year probation but would still be promoted.
