I agree 100% the PC was the DO, therefore his duties was not clearly defined nor was he clearly made AVAILABLE for the LOD question to give one duty over another, 2 answers for one question

 Not that I saw the question, but I would say the Platoon Commander is available if on the desk.  As long as he is not at a meeting etc.  I get the argument though.

I wonder if there was another supv. working to cover the desk?
