How would you guys say how hard the questions are from elites elf vs rising stars packets vs the keys app?  In my opinion

The ELF questions seem easy

 

The key app is definitely more challenging where they throw in some randomness

 

Rising star def the hardest due to going to certain obscure spots I would not have studied more than a handful of times

you pretty much narrowed it down, Key is the most test like in my opinion. Elite aren't necessarily easy, there just isn't any trick to them. Rising Star are ridiculously hard but they help you to become a better reader in my opinion. They make you slow down and really read into the material.
