can a CD hold up your promotion

CD's don't hold anything up. People have been promoted and then gone back to their old commands to have CDs adjudicated. Usually your ICO will expedite it so it gets handled before your promotion though.

I had a CD pending the CO adjudicated the day before I went into BMOC. It wasn't going to hold me up though. I think he just wanted to taKe care of it before I left.

I had a bullsh!t schedule B CD that I got as a cop and had it adjudicated 3 months after I was promoted. So the answer to your question is NO.

Charges and Specs, massive amounts of CCRB's and some IAB allegations can hold you up though.

CD's can hold you up for certain kinds, like Discourtesy or the catch all "Failure to Supervise", your ass will be before CARB for those
