Great. Knew that was unlikely. how can they promote people to a rank that has an overage. I'll be surprised if there are any captain promotions this year.

 Pretty much.  The only exception might be 1pp or other admin captains who typically don't have cars.

Have a better chance picking a 100% correct NCAA March Madness bracket than figure when they'll start these promotions back up.  This mayor and the current administration will be packing there bags by the time this list is done.  Shame that the next guy will probably do away with this whole executive process.

They didn't over promote. Apparently, they took something like 50 captain positions and made them DI slots.

Shouldn't that be an easy fix. If there are now about 50 new DI slots, they should be vacant, so promote 50 captains to DI and the surplus is over. Right?

 Correct, but it requires to be balanced with the budget and that's the issue.  Long wait ahead.

They should not of started promoting off this list knowing they were going to reallocate positions. But like many other reorganizations throughout the Dept. you just have people making these changes on the whim without any logic or common sense--just because they think they're smarter than everyone else. Thus the predicament that stands.

Technocrat is on the money. They didn't start the clock on my lieutenant list until the first class was promoted in deference to the overage created by the mass promotion from the previous list. Absolutely no such foresight here, ridiculous.

Spoke with someone on the CEA board and he stated in sum: do not look at vacancies when thinking about future promotions, it is all about the budget. I wasn't very attentive because I had other things pressing my mind, but he did say there should be about 15 captains getting made the 29th and more in the start of the fiscal year. Is anyone on here in mentoring yet?

Promotions are the 29th...presumably because of the holiday.
As of Friday morning, no Lieutenants were scheduled to be promoted to Captain.
It has long been rumored that this would be the first promotion for executives under the new electronic survey/resume process.
Even if they did several, it is insane to think they will do 50+.

There is some truth to that statement about the budget v. vacancies.
Unless they start pushing Capt's out of admin spots (HQ, etc), they remain short in patrol commands.
So basically, if someone can find the money, they can make more captains to fill the void.

I guess the question really is- what's more likely to happen, pushing Capt's out to patrol or budgeting funds for new ones?
Or, the saddest answer... Leaving it as is.

Grow up "skiguy"...You're a Police Lieutenant?  What reason could I possibly have to make that up?  I never get information so I never post, I happen to get some info from someone I believe is important in the chain of command when it comes to executive union issues and is in the know...so I share it.  Maybe he meant there were 15 or so executive promotions as in Captain to D.I and so on.  But watch for an increase in executive promotions come the new fiscal year, watch the budget and not the vacancies.
