In Yesterday's all in for Sgt/LT Bratton said that soon all PCT CO will be at least DI and he doesn't want Captains to be CO. By promoting captain COs to DIs, it should create some vacancies.

 There are approximately 40 Captains holding a CO position. If they get promoted to DI it will create 40 Captain vacancies.  Same logic applies to other ranks.  A Lt that gets promoted to Captain creates 1 vacancy in the LT rank.

I beg to differ..... Captain promoted to DI does not create a vacancy

Vacancy are created with retirees in the executive world.... We're would the dept. place an additional 40 captains if nobody retires?

I'm hearing the new SATCOM model has the potential for 2 XO's per command. Perhaps the PC was insinuating that CO's will be DI's and above to oversee their XO's?

 This is exactly what I was saying.  If a CO is a captain and an XO is a captain, and then the CO gets promoted to DI, it wouldn't create a vacancy.  It's just a captain designated as a DI.

From a numeric perspective there are approximately 393 spots for Capts. Those Capt's promoted to DI, actually create a surplus of DI's; who for argument sake are slated for 70. So if 40 Capts are promoted then the DI head count would swell to 110. Thus creating a deficit of Capts to 353.

So if eventually all precinct C.Os are Deputy Inspectors. That means that precinct captains which are X.Os now get promoted to D/I from the X.O spot??? the norm is a captain get a command to get promoted to D.I. now X.Os get promoted to D.I without ever running a command. Seems like a backwards plan to me.. Or how else does a captain get promoted if he/she never is a C.O. cause that is a D.I spot??

what im saying is this

lets say the plan is in place right now..in all 76 precincts , each precinct commanding officer is a D.I. and each X.O is a captain....so there are 76 commanding officers that have the D.I. rank...and 76 X.O's who have to be captain rank.

Lets say 1 gets promoted to full bird. either you promote an X.O who is a captain from somewhere else to D.I to take the vacancy or take a D.I. from somewhere else to fill the vacancy..

How does a captain, who are all now X.O's of precincts , who never get their own command, cause they are run by D.I's get promoted. ??

The new spin will be do good as an X.O at your traffic stat, DV stat etc , reduce accidents and pedestrian injuries and fatalities, lower graffiti etc, and that is the X.O's incentive and path to becoming D.I.

Maybe im missing something or reading to much into it, but if what is said holds true and only the future will tell.. This seems like the only way...If im way off , someone please shed a different light on how captains get promoted when they never are a C.O. of a command because only a D.I. is a C.O of every command..

Yes this is what Bratton said at the all-in meeting. Not sure what all the confusion is about.

 Being a CO of any patrol cmd in NYC is a pain, yes I think it does deserve a almost guarantee of 1 bump when you put in your year to two years, w exceptions of course.

Yes this was said by PC Bratton at the All-In, in an effort to make the rank of Captain and above more desirable.  Lets wait and see. It's always nice to see the list move due to promotions instead of just retirements.

Bratton also is not happy with SATCOM, so I don't see that expanding. As far as getting promoted now above Captain, it was said at the last ALL IN that you need to be sponsored now by a chief in order to get a promotion. It sounded odd but its basically what it came down to.

I thought the opposite. These guys that are just over 10 years in rank will wait it out till 15. Don't think that many guys are over 15 years in rank as a Capt.

At promotions today, heard something about an executive freeze on promotions until the new procedure of being interviewed, recommended, etc, goes into effect.  Not sure how that'll impact Captain promotions?

As I discussed on 12/10 they adjusted allocations for Capts from 393 to 320. They took that allotment and increased the number of DI spots to 204.

This creates opportunities for those who are already Capts waiting to get made DI because there are 31 vacancies.

Those waiting to get made Capt however may have to wait a bit longer. Heres why. The allotment for Capts is now 320 and there are 384 Capts in rank that translates into an overage of +63. So even is they filled the 31 vacancies theres still an overage of 32 respectfully. Take it for what its worth.

I guess it has something to do with the LSA and LCD being overpromoted similar to DI's and Capt. If not I'm just as confused.

An overage of 63? That reminds me of the delay to promote from the 2006 lieutenant test because they over promoted everybody from the 2003 test. An overage of 63 works out to about five classes. So, given that, why should we think there will be any captain promotions this year?
