u heard it here first. i too was wondering what the list would be--the chatter i was told about exam next year. my buddy today says at least 400+ and another exam in 4. said it doesnt matter what happens it wont be under that----period. so whatever hocus pocus or legit throwout/doubles they have to do to achieve that---they will do. and the job is FULLY aware of the exam. to the PC and brass on down. fully aware. they will make their list of 400 and change and thats that. they are fighting for pennies for this dept---they are not alloting money from the budget for another exam before then. and---by the looks of it--im saying 5,6, to 9 throwouts. i just hope the guy with the 70 at protest in brooklyn develops a case of ass cancer with what he said to me other day. he came to protest why the question was RIGHT. yes---RIGHT. he wants no protests to go through because he doesnt wanna be skipped. i give him credit for having the balls to admit that. but there will be throwouts for u haters out there. i shoulda snapped a pic of this a-hole but with the cameras positioned on me the homeboy crew from dcas woulda came in and possibly beat the s**t outta me.

well im out---dead in the water just missing it. so close--but didnt make it. i asked my buddy and he is sticking to what their saying--they want an exam NEXT YEAR. there will NOT be many throwouts and double answers. they purposely made it a point to tell these c**k bags (INsano,Ernie,etc) to make these protest proof when they were writing it. yes--we should all go. fight what we can. maybe some will get lucky---but they stacked this exam unlike the 2011 exam. and yes--128 passed for the 100th time. that is not a rumor--my buddy and half of OMAP has that information straight from DCAS. the uppers wanna go with the top who passes the exam---(doesnt mean I think they re the top this is what they say)---and give exams more frequently. this is what their telling OMAP. no i dont agree with it--this is what they think. and yes---they f'd you out of money and time away from your family. they f'd your career progression and drive--and you know what---they DONT care. 20 and go. trust me im not staying a day later(this was case way before this exam), but this should be the case for many here now. congrats to all that passed!!!
Just to clarify, the job does not spend any of its budget on promotional exams. DCAS funds them, and makes most of that back on the money that we shell out to take the exam. Also, the job has ZERO say on what questions are on the test, what questions are research, and what questions get thrown out. We don't even get to schedule the exams. DCAS does all of this. The NYPD's only involvement is we provide 5 people to write the questions for the exam (4 in the rank being tested for, and 1 in the next rank above). Those questions are provided to DCAS, who pick and choose which they want on the test, edit them as they feel necessary, and...maybe...let the people the wrote the questions review them.
The exam is made or broken by the people we send to write the questions. When you get a decent group of guys, you get a good, fair test (e.g., the 2006 Sergeants exam, 2014 Captains exam). When you get lunatics...well, you all know very well how that ends. It all boils down to the same reason a perp's name is spelled 15 different ways across each of his arrests: garbage in, garbage out.
Someone will come into this thread and vouch for the "validity" of ondeeair's information. What people don't realize is that he just throws out a new theory every week, one is bound to be right eventually. I don't think his "sources" know anything at all.

I do believe the 128 number seems correct, but that's because I also heard from someone in OMAP, not because ondeeair posted it here. Based on what I'm hearing, 5% passing seems about right.

I also heard the test would be straight forward. Then it would be difficult. Then cross this off they'll never ask this. Then I'll bet you $1000 that you will get a dept veh collision question. We wont know the truth until the list comes out in, I'm guessing late October/early November. Just in time for the holidays.

When the job gets some legit info about our exam, Brat will come on here and share it. That will be a while from now though. Now that everyone knows their scores and the protest is over, things are gonna really die down here. Any news for the next few months is pure speculation until the scammers take their exam and the Protest Review Board finishes their thing. Finally time to enjoy the summer and put this behind us. I for one am looking forward to putting the promotion on the back burner for while. It has been an obsession for me since September.

Now before someone attempts to school me on how the TVB works I already know. But is not too farfetched to believe that the PC can directly contact a DCAS honcho to make the board lean our way regarding the protest. I'm currently on the Captains list so this doesn't affect me at all just relaying what I was told.

This makes sense to me. I passed already so I'm not affected either but it makes sense that if someone like Bratton flexes their muscle, things will absolutely happen. The question is whether or not Bratton cares. Nobody cared for the 07 Sgt Exam or the 13 Captain Exam, but those tests didn't generate the uproar that this test created. It will be interesting to see how this plays out.

as much as I wish this were true I can't help but wonder, how does the PC hear about how we feel about this test? What would make him do such a thing as personally order changes like that? What did he attempt the exam? lol. We are going to hear some crazy rumors the next couple of months or so.

Yes the PC cares so much that he allowed this Captain, given his reputation, to chair the exam. I call shenanigans. Maybe they were talking about the test while online at Chen Wongs Chinese Restaurant and he ordered the "#11." That's how rumors start anyways.
I personally made a solid protest for 6 questions, not including the 4 operations orders. Whether they decide in our favor is one thing, but this test wasn't as airtight as many claimed after looking at it the second time around with the patrol guide in hand.

Like I said earlier, everything is on the level. One hand washes the other and these promotional classes are very much integrated into the job. If you think about it, the promotional classes are teaching the next wave of supervisors about the patrol guide instead of the job having to do it. This saves the city money and resources because we are paying for it instead.
It would be bad for the job for them to be embarrassed and undermined by 1 douchey captain. I think "Captain Insano" pissed off some people above him, and we all know **** rolls downhill.

You don't have to rely on rumors, just ask your peers. Most precincts don't even have anyone that passed. In the Bronx precincts you can't find anyone who knows many people that passed. You don't have commit to a number. What ever the number is, it has to be low. Maybe lower than the rumors.

There were not 19 throw outs on the 2011 exam. There were 3 I believe. The rest were double and triple answers of which I picked up only one out of all of them.
I didn't know Chief Ward owns The Key. I hope this true. Given his standing with the PC, maybe the Department will finally take a long look at how it chooses the test-writers. I still say the writers should be "professional" outside writers with guidance from skilled, motivated, and properly experienced Department execs who pick the important subject areas for police supervisors. As far as what the PC could do now to help with this test, any guess is as good as another. His hands may be tied by the same liability issues that forced the job to make a 70 score the "passing" grade. If questions are just thrown out without valid reasons it could spell trouble for the Department. I favor the Department just promoting the guys who "passed" this exam and then giving a new "re-engineered" test ASAP (free of charge?). This would give morale a bit of a boost making this debacle simply a career hiccup and not a 4-5 year set back. It may cost the City money but what cost can the City attach to proper supervision and properly motivated police professionals in this political climate? Everyone knows that sergeants run all facets of the Police Department. What will the job do with all the 20-year sergeants running out the door? Who will lead? The new sergeants straight from Impact? The older and tired Lt's (demoralized and derailed from their career paths by ridiculous captain's tests) hiding in their details or locker rooms? The ten-year late 20-something Lt's that studied in their parents' basements who see the Lt. rank as their ticket to hiding in the locker room? Are the older remaining beaten sergeants really going to be taking direction from these guys/gals and giving it their all? More likely we will hear more grumpy sergeants just asking their much younger lieutenants and captains, "Hey what do I do now? You guys memorized the Patrol Guide, right?" The job is being turned on its head. Age and experience are being pushed out, where, in the past, it was revered. I have high hopes this PC and his team (who I will continue to work hard for until I retire no matter who the supervisor is) will lead us to a better place.
The real thing that needs to be done is simple. Streamline the Patrol Guide! There is no reason for the guide to have that much fluff in it. I printed out the whole thing on double sided paper for the protest session, and just the pages stacked up on my desk was 6 inches high! They need to streamline a lot of the procedures and bring the guide into the modern era. Some of those procedures date back to before cell phones or computers. They should also put all the different things in one place; IE Patrol Guide, CCRRG, Ops Orders, LBB's, etc should all be in one manual.
Notifications should be made the same way for every procedure, instead of differing depending on what page you open the guide to. P/S can call the Duty Captain every time, we have cell phones god dammit! There is no reason for the P/S to call the desk for the Duty Captain. All of these different duties should be in one place in the guide.
It would take big balls to pull this off, but if anyone can do it, Bratton can. The problem is that the NYPD mantra is "it's always easier to do nothing."
