Which Patrol Guide Version is best? KSA? Looseleaf Law? Others?

(Contacted Looseleaf, they advised that the PG's currently in stores are from Jan/2013. They update bi-annually, so the next complete PG is set for Jul/2013)

** Went to the P.A.R.T.S (Police Academy Recruit Training Section) Sgt's courses recently, and the Lieutenant instructor told everyone that the iTunes/iPhone/iPad app:

Anybody use/recommend the most complete Android Market PG Apps? Apple iTunes PG Apps?
