What are the chances they push this back to let all of the guys on this current list to be eligible for the test? Slim to none?

I think the reason for the expedited exam is the small eligible list from the 2012 exam. Only 64 people passed that test which translates to a years worth of promotions. The last group from the current list is scheduled to get promoted next week meaning there's a strong possibility that the 2012 exam can be exhausted some time next year. Even if the exam is pushed back it will only be by a couple of months.
