I wonder how much time the new TOP 4, have in rank and when will they be eligble for promotion.... everyone falls back on the list by at least 4 names, except those already promoted...

there's only new top 2 number 3 and 4 were promoted first class.
Nothing fishy. The 4 names added were likely overseas, out long-term sick, or some other extenuating circumstance that prevented them from taking the exam before the list was originally established with 661 names. You can't say to someone in Afghanistan or someone battling a debilitating illness/injury, "sorry buddy you missed the exam, you have to wait four years for another one". I have no idea as to what group the specific 4 new names fall under, but reason dictates an extenuating circumstance existed. I'm sure whoever really must know can research the matter.
Personally I say, it is what it is. Nothing to see here.

How convenient to get 100 after months of reading on this forum and talking to people!!! Whatever I don't care I'm getting promoted, but military, injury or whatever giving the same test months later is ridiculous!! They shouldn't be left out, but giving the same test is insane.
I was under the impression that the adjustments needed for this list related to the fitness incentive program. Period. If that is true, then people appearing on the list who were not there prior is "serious" and "fishy."...you can get a maximum of 2.5 points.
Scenario #2- If you're telling me that the city gave a test, graded it, published a list, mailed list numbers and began promoting off the list while people were still taking it or having their tests graded I am baffled. So every list that is published is going to change? No new list numbers are given out? When is the cutoff? Is anyone taking it tomorrow?

I'm confused
Anyone with the military/long term LOD thing can take the test anytime until the list expires. There was one guy in the Bronx who was deployed when the 06 test was given. He got back and took the test. He actually got promoted in 09 but was made retroactive to when someone with his list number would have gotten promoted (sometime in 06). Based off the retroactive promotion date, he was then able to take the 06 lieutenants test, place high on the list, and was retroactively promoted once again.
These situations are so rare they are hardly noticed which is why nobody complains. I'm all for supporting the vets or someone out LOD for a while but it's pretty obvious someone taking the exact test months later is going to have an advantage.
Military- ok, 10-4. Deployed, I would gladly step aside for one of these guys to get promoted. BUT long term LOD? I think we all know there is room for scammers there (not the guys with legit illnesses or injuries).

Here's the law if you're interested:
ML §243-c ML §243-b
The Military Law provides certain rights pertaining to civil service examinations. A person serving on active duty in the armed forces of the United States during the filing period for a civil service examination, or a person who has been honorably discharged after an examination filing period shall be permitted to file an application for such examination no later than 10 business days prior to the scheduled examination date or the last date to file for such examination, whichever is later. If qualified, such person shall be allowed to compete in such examination. Further, any member of the Armed Forces of the United States or organized militia who duly filed an application for a civil service examination but was deprived of an opportunity to compete because of active military duty shall be afforded a military make-up examination.
ML § 243.5
If a public employee is on regular military duty and a promotion examination is held for which the employee is entitled to take, the employee may take a comparable examination if a request is made within 60 days after restoration to his/her position. If the employee passes the comparable examination, his/her name is placed on the regular eligible list, provided it still exists. If the final rating is such that the employee would have been reached for certification for appointment between the date when he/she entered military duty and the date that he/she was officially notified of his/her rating, his/her name is placed on a special eligible list. The special list remains in existence for two years and is certified before any subsequent list, including a preferred list. If the employee is promoted from the special eligible list, he/she is entitled to retroactive seniority, for purposes of computing seniority, training and experience credit upon promotion to the earliest date on which any eligible who was ranked lower on the regular promotion list was promoted. The employee is not, however, entitled to have seniority backdated for salary purposes.
There's practically no way to give a "comparable" exam if it's completely different. It is what it is bro. It's only an issue because collectively us exam takers can't keep our mouths shut as to what was on the exam. Fact is though, if these guys got a completely different exam, there's absolutely no way to assure it's of the exact same difficulty. It would either be easier, or more difficult. Opens up a whole new can of worms. You made the list, no need to stress a small handful of people passing you.
I think 99% of us could care less if it's a LOD or Military reason. God Bless and be well! See you at the next LBA meeting! Just do me a favor....on the captains exam. Throw a couple away so it takes the sting out of getting well over 95 correct on an otherwise impossible exam.
This, along with the sabbath scammers, is the most blatant form of legalized cheating i have ever seen. Some military guys are legitimatly deployed overseas when a test arrives and i have no problem with them taking the make-up test..god bless them if they get a big edge on the test because they are putting their lives on the line. BUT THESE MILITARY GUYS WHO SCHEDULE THEMSELVES OUT (AND YES THEY CAN SCHEDULE THEMSELVES) FOR DRILL, ETC, SO THEY CAN LEGALLY CHEAT IS OUTRAGEOUS. I HAVE ALOT OF FRIENDS IN THE MILITARY WHO FIND THESE GUYS TO BE DISGRACEFUL AND USE THE MILITARY IN THIS DISGRACEFUL WAY. I KNOW ATLEAST ONE (AND THERE ARE PROBABLY ALOT MORE) CAPTAIN ON THIS JOB THAT DID THIS ON ALL THREE TEST (MEANING HE LEGALLY CHEATED ON ALL THREE TESTS)...WHO IS AS DUMB AS A BOX OF ROCKS. So for those who are writing to the Military's Inspector General's office, good job i say. You should also be writing to OEEO/DCAS about the Sabbath Scammers. Blatant cheating from guys who are too big of a pu$$ies to compete. so the guys in the new list in the top 10 (1, 2, etc) and everyone one else who scammed, people will remember your names and know you likely scammed because your too dumb to legitimatly compete with true top tier test takers. sleep well cowards.

This is total BS I want to know how many of these people were ligit deployed overseas and how many we're bs unscheduled drills. I have already submitted a foil request to the military which will also be followed by a complained to inspector generals office of the military for those who had unscheduled drills ie cheaters! Let the military crack down on the.
This will suck for those that 3 or 4 that get passed over for next promotion because of these add ons but as previous people said, I also hope that these are legit deals like overseas military guys and gals who deserve to take the test no matter what or long term with serious illnesses. Others Iam not so sure of.
100? Someone cheated by reading all of our posts trying to write good protests. This nonsense has to stop. I know its only 4 people, but being that its only 4, I would like to know why they got to take the test later? Scoring 100 when no one came close to that on 10/29/11 seems shady...
I personally know number one. Nice lady but definetly the dullest tool in the shed. Smh. She doesn't even have the decency to try an score less than 100.
