There is no way that 35 people can be prepared and cleared for promotion within 16 days, due to CARB boards, Performance Analysis Section holdups (chronic sicks, CCRBs), college credits (education tracking unit sometimes doesn't have them on file and then you have to chase down transcripts), pending charges, etc. Not to mention people need to be notified for IDs and they may be on vacation. Even if the list came out today (which I doubt it will because there is no credible evidence to support it) the puzzle palace would have to scramble to prepare 35 people in 16 days. It's impossible. If 35 are going in on the 29th, they will be the next 35 from the old list who have already had all of the above issues cleared up in advance.

Yes people get passed over here and there, but given the speed at which this job moves, there is no way that a new list can start promotions within a half a month of being released.

The 06 list had to wait 11 months before it was released. This is not happening anytime soon.

All of that is done already. If you have something holding you up, you will simply get pass over and they go to the next person on the list.
