i scored well enough to prob be in the top 200 names but i am currently designated chronic sick B.  can this stop me from getting promoted?

It's enough to send you to the CARB board, and you may get passesd over for a class, but it won't ultimately prevent you from getting promoted in my opinion. How's your CPI look otherwise?

Your not getting promoted while your designated chronic B you have to wait till your off chronic B
