I thought all of them looked bad, but I'm not seeing any posts from people that went to the protests regarding this question. What was the answer and how was it right?
Question #6. DCAS has the marijuana voucher as being the one to sign as correct. I could swear that I picked that one, but my answer key shows a different choice. It is possible I copied my answers wrong, but just in case, I'm submitting a protest based on the following:
PG 218-05 RECORDING OF ARREST AND PROPERTY CLERK INVOICE NUMBERS ON ARREST RELATED REPORTS Effective: 01-01-00 PURPOSE To determine the disposition of prisoners (i.e., pled guilty at arraignment, case dismissed at arraignment, District Attorney's Office declined to prosecute case, etc.) and to allow for the processing and/or disposing of property invoiced as arrest evidence. SCOPE This procedure applies to all uniformed members who invoiced arrest evidence that is related to or seized in connection with an arrest. PROCEDURE Whenever evidence is to be invoiced in connection with an arrest: VOUCHERING UNIFORMED MEMBER OF THE SERVICE 1. Enter PROPERTY CLERK INVOICE (PD521-141) number in appropriate caption on the ON-LINE BOOKING SYSTEM ARREST WORKSHEET (PD244-159). 2. Type the correct information in ALL of the captions on the PROPERTY CLERK INVOICE (PD521-141) with particular attention being given to the following boxes: a. Age of prisoner b. Number of prisoners c. COMPLAINT REPORT number (s) d. Charge/offense under investigation. 3. Enter prisoner's arrest number in the appropriate caption on the PROPERTY CLERK INVOICE prior to delivering to desk officer. NOTE: In the borough of Queens, arresting officers will notify the desk officer, command of arrest, when arrest numbers are obtained so that appropriate entries can be made on related INVOICES. 4. Ensure that ALL related INVOICES are properly cross-referenced on the PROPERTY CLERK INVOICE. a. If there is insufficient space for the entry of related INVOICE numbers in the concerned caption, all related INVOICE numbers will be entered in the "Remarks" section on the INVOICE. 5. Type in the "Defendant(s)" section of the [IO 59(08)] REQUEST FOR LABORATORY EXAMINATION REPORT (PD521-165), the names, precinct of arrest and ages of ALL prisoners whose arrest is based upon the seizure of property invoiced on the PROPERTY CLERK INVOICE. a. If there is insufficient space in the "Defendant's" section, the information will be typed in the "Remarks" section of the form. NOTE: These would include persons who are accomplices, facilitators, etc. This is extremely important information because if all defendants are not identified on the [IO 59(08)] REQUEST FOR LABORATORY EXAMINATION REPORT, then the invoiced arrest evidence, i.e., firearms, controlled substances, etc. will be destroyed before the accomplices/ facilitators and other co-defendants are tried. This will result in the accomplices/facilitators criminal charges being dismissed. DESK OFFICER 6. Verify and ensure that ALL captions on the PROPERTY CLERK INVOICE, REQUEST FOR LABORATORY EXAMINATION REPORT and ON-LINE BOOKING SYSTEM ARREST WORKSHEET have been accurately completed, including arrest and INVOICE numbers, where appropriate.
Particular attention to be paid to step 2c under Vouchering UMOS and to step 6 under Desk Officer. The marijuana was being vouchered as arrest evidence, and if I'm not mistaken, the other three vouchers were also. None of them had a 61 number in the appropriate caption, so none of them should be signed by the desk officer.
P.S. the words in all caps was not me, that was a copy and paste from patrol guide and unedited. The powers that be must be serious about ALL captions on invoice, especially COMPLAINT REPORT numbers.
Very true. Good thing this was an arrest by an MOS assigned to patrol services (precinct cop as per the inbasket Rollcall and the question itself). Arrest made by patrol for marijuana will have a complaint report generated. Had this been an arrest for marijuana made by a member of narcotics it would be a different story.

Just to add to this, I can tell you first-hand that the department audits marijuana vouchers and field test reports for accuracy and WILL send you for field test requalification if you sign off on an incomplete voucher or ftr. Like I said, I know this first hand because I was sent for signing a voucher that did not have a 61 #. And before you say PETS puts the numbers in for you, this was back before PETS was up and running.

Also dont forget that the acrnoymn FTP does not appear in the guide nor does it appear on page two of the list of 40 acronymns that were used on the test. Furthermore the voucher had the collar for cpm 5 misd. Misdemeanor weed collar by patrol cop u need a 61 number.

Feel free to use the FTP angle in your protest. It can't hurt. I don't see that as being grounds to make it a bad choice on it's own, though. It is not omitting anything that is required on the voucher. The procedure for field testing marijuana states to have the bag it is in marked "POS" and listed as item 1 on PCI. It does not specifically state that line 1 must contain a mention of it being marked POS.
Mes018......after reading your post I think you have a valid point:
PG 207-08 NOTE (under paragraph 8) essentilly states: All arrests made by UMOS regarding vice, narcotics, or OCCB-related offenses will be considered a pick-up arrest and an OLCS precinct complaint serial # will be assigned.
PG 207-08 DEFINITION defines Narcotics Offenses as violations related to the sale & possession of CS & Marijuana as defined in PL 220 & 221.
....So according to the above you do get a 61# for a CS or Marijuana related arrest.
PG 218-05 defines the Procedure for whenever evidence is to be invoiced in connection with an arrest.
PG 218-05 (paragraph 2c) states: Type the correct information in ALL of the captions on the PROPERTY CLERK'S INVOICE with particular attention being given to the following boxes:
2c ... Complaint Report #s.
.....the PG 218-05 makes a special emphasis on filling the 61# caption; and according to the PG 207-08 you do have to make a 61 for Marijuana related arrest.
NOW... I do remember that the voucher was made as Arrest evidence and PL 221 was put in an appropriate caption. However, I do not remember checking the 61 caption or who was the arresting officer. So if you are saying that 61 caption was left blank I will definitely send it the protest.
PSE was not in caption for PSE, but was at bottom in narrative. And for you Eldraz, I assure you 61# was not entered and the cop was a pct cop on the Rollcall.
