Is this book the official NYPD approved guide to supervision? It's just so bizzare.  Never heard of this once, not even in BMOC.

Did I misunderstand one of the correct choices regarding supervision techniques or is it totally encouraged to take a lazy cop by the hand and lead him to where a condition may exist?

I have no problem with using a whole army of 'books', while your are being groomed as a newly minted supervisor.  But to use this book or any other like it for testing purposes, is unwarranted.  How can the test makers expect us to interpret the scenarios and draw the very same conclusions the writer did?  That's like walking into a abstract art exhibit and readily know what the artist was feeling the moment the piece was created.
