Why make a mediocre test and have 1300 candidates pass? Then follow up by only promoting half before cutting it.  Does it really make a difference?  If the 2006 test would have been challenging only 600 people would have passed, the same amount of people that have gotten promoted thus far.  Let's face it,  it makes a lot of sense to make a good test have the best students pass and give one every 2 or 3 years.  Instead of putting people careers on hold for five years because people want the test to get dumbed down.
