Are they considered proper nouns which should be capitilized according standard english? I wouldn't know because the patrol guide CAPITILIZES AND BOLDS (PATROL GUIDE, COMMAND LOG) every time these documents appear in the patrol guide.

Anyway, in the grammar questions both of the logs are capitilized.

An argument can easily be made that these do not qualify as proper nouns such as the Statue of Liberty. They're never written correctly in the patrol guide or any PD document anyway.
